Non reflow is a function of temperature and time not enough temperature or not enough time the paste will not reflow. If the delay between placement and reflow is excessive then the same fault may occur due to a degradation of the flux.

This particular example was caused by a long delay between assembly and reflow, two days waiting for late components.
